HOW TO INSPECT SAFETY CONTROLS
Review the Safety Controls:
Control measures should be examined on a regular basis to ensure that they are effective. Don't wait for things to go wrong.
Under the WHS Regulations, you must examine and, if required, change your control methods in specific instances. A review is necessary:
- when the danger is not effectively controlled by the control measure
- prior to a workplace change that is likely to result in a new or different health and safety risk that the control measure may not effectively control
- if a new hazard or risk is discovered
- if the consultation findings suggest that a review is required
- if a person from health and safety seeks a
To check controls, use the same approaches as in the first hazard identification stage. Consult with your employees and their health and safety representatives about the following issues:
- Are the control measures effective in terms of both design and operation?
- Have the control measures created new issues?
- Have all potential dangers been identified?
- Has the job been safer as a result of new work procedures, equipment, or chemicals?
- Are safety precautions being taken?
- Has worker teaching and training on how to operate safely been successful?
- Are employees actively engaged in identifying dangers and potential control measures? Are they freely discussing health and safety concerns and swiftly reporting problems?
- Is the number and severity of accidents involving health and safety decreasing over time?
- Is it possible that if new laws or information becomes available, present regulations will no longer be the most effective?
If problems are discovered, repeat the risk management procedures, analyse your data, and make further risk control choices. Priority for examination should be determined by
the gravity of the danger Control measures for major hazards should be examined on a more regular basis.
If you develop, produce, or supply work-related items, quality assurance techniques may be used to ensure that the product successfully minimises health and safety concerns. Collect input from product consumers to see if any adjustments can be made to make it safer.
Maintaining records of the risk management process shows possible compliance with the WHS Act and Regulations. It is also useful for doing further risk assessments.
The following advantages come from keeping records of the risk management process. It:
- allows you to illustrate how risk-control choices were taken
- aids in the focusing of training at critical dangers
- allows you to more quickly analyse risks when legislation or business activity change
- shows to others (regulators, investors, stockholders, and consumers) that occupational health and safety concerns are being managed
The length and complexity of your recording will be determined by the size of your workplace and the possibility of severe work health and safety hazards. It is beneficial to keep records of:
- the hazards recognised, the risks assessed, and the control mechanisms adopted (including any hazard checklists, worksheets and assessment tools used in working through the risk management process)
- when and how the control mechanisms were put in place, monitored, and evaluated
- whom you consulted
- appropriate training documentation
- are there any plans for
Some dangers, such as hazardous chemicals, have special record-keeping obligations in the WHS Regulations. If such dangers are discovered at your job, you must retain the necessary documents for the time period stated.
You should make sure that everyone in your organisation understands the record-keeping standards, including which records are accessible and where they are stored.
